Pathfinder is
an NHS Primary Care Trust owned and run GP practice in which all the
staff
and doctors are salaried employees of the PCT.
This arrangement is unusual.
Most
GP practices are run as contracts with self employed GPs who run the
service,
and pay the practice staff and other expenses.
The practice was set up by the PCT
in 2005 because the PCT was
having difficulties in providing enhanced GMS/PMS services in the area
, and there
was difficulty in providing GP cover for Care Homes in West
Hertfordshire.
Pathfinder
was formally opened in 2006
Later
the PCT awarded
itself a temporary contract for medical provision at HMP The Mount. This was after a failed
attempt by the PCT to
outsource the whole of The Mount's Healthcare services to a single
contractor. That
concept may not have met the Governor’s
approval at the time, but since then other prisons have moved to single
APMS
contracts, including HMP
Wandsworth, now contracted to
Secure HealthCare
